Decree of the President of the Council of Ministers 13 October 2020 on further implementing provisions of the decree-law of No. 19 of 2020 containing "Urgent measures to deal with the epidemiological emergency from COVID-19", and the decree-law No. 33 of 2020 containing «Further urgent measures to face the epidemiological emergency from COVID-19».

Abstract
The Decree of the President of the Council of Ministers (DPCM) implements further measures to cope with the epidemiological emergency from COVID-19. Regarding food services (including cafes, restaurants, pubs, ice cream parlors, and pastry shops) Art. 1 ee) establishes that activities must close by 21:00 or by midnight if providing table service. Delivery and takeaway services continue to be allowed though consuming takeaway near establishments is prohibited after 21:00. Art. 1 hh) grants continuity of business and production in the agricultural and zootechnical sector and supply chain. Further to that Art. 2 continues granting operativity of production and commercial activities in respect of what established under shared protocol signed 24 April 2020. The Decree has effect from 14th of October to 13th of November 2020.
Art. 4 and Annex 20 regulate international travel establishing restrictions and bans. Work, health, study needs or other urgent motives continue to be required for traveling to and from States outside of the EU, Schengen area, Andorra, Monaco, San Marino and the United Kingdom. Travel to and from the following countries is allowed for any reason: Australia, Canada, Georgia, Japan, New Zealand, Rwanda, Republic of Korea, Thailand, Tunisia, Uruguay but a quarantine and health surveillance period of 14 days is required when entering in Italy. The Decree recognizes a EU Freedom of movement for EU Citizens, however testing is required when stayed or transited through certain states. A travel ban is established for certain countries listed in Annex 20.
