Decree of the President of the Council of Ministers 24 October 2020 on further implementing provisions of the Decree-law of No. 19 of 2020 containing "Urgent measures to deal with the epidemiological emergency from COVID-19", and the decree-law No. 33 of 2020 containing «Further urgent measures to face the epidemiological emergency from COVID-19».

Abstract
This Decree of the President of the Council of Ministers (DPCM) implements further measures to cope with the epidemiological emergency from COVID-19. It replaces the provisions issued by DPCM 13 October as amended by DPCM 18 October and its provisions have effect between 26 October to 24 November.
Art. 1 establishes that commercial activities may continue as long as an interpersonal distance of 1 meter is ensured as before, but entrances must also be regulated, and customers are not allowed to remain inside longer than the time needed to make a purchase. To what concern food service activities (including cafes, restaurants, pubs, ice cream and pastry shops) are allowed between 5:00am and 6:00pm. After 6.00pm, the consumption of food or beverages is prohibited in spaces open to the public (whether indoors or outdoors). Delivery services continue to be allowed. Takeaway services are allowed until midnight, with consumption of takeaway at or near establishments being prohibited. Art. 1 hh) grants continuity of business and production in the agricultural and zootechnical sector and supply chain. Further to that Art. 2 continues granting operativity of production and commercial activities in respect of what established under shared protocol signed 24 April 2020.
Under Art. 4 and Annex 20 international travel restrictions have been updated, with country lists changing slightly from previous DPCM of 13 October 2020. Work, health, study needs, or other urgent motives continue to be required for traveling to and from States outside of the EU, Schengen area, Andorra, Monaco, San Marino and the United Kingdom.
