Abstract
This document lays down the strategic instrument for the forestry sector, which shall be coordinated at the national level and implemented by the Regions. The Programme is based upon the European Union Forest Strategy and it aims at developing the forestry sector in a sustainable manner, supporting the multifonctional potential of national forests, and promoting cooperatives, businesses and producers’ associations. Four National Strategic Objectives are set out: (1) to develop and efficient and modern forestry economy; (2) to preserve the territory and environment; (3) to ensure public and social services provided by forests; (4) to ensure coordination among competent authorities.
The Programme seeks to make agriculture more productive and sustainable. National Objectives 1 and 2 foresee specific actions in order to ensure the sustainable exploitation of forests and forest resources. Biodiversity protection is among the main objectives of the Programme.
Specific actions are envisaged to enable more inclusive and efficient systems in the forestry sector. These actions include supporting technology and research, implementing new management systems to ensure cooperation among owners of forest lands.
With a view to increasing the resilience of livelihoods to disasters, the programme lays down specific orientations related to climate change and forests.
The document further provides for coordination among central authorities, the Regions and the Autonomous Provinces.
