Abstract
Law No. 481/1995’ purpose is to ensure the promotion of competition and efficiency in the public utility services sector, as well quality, economy and profitability. The Law also aims at ensuring an adequate and homogeneous nationwide use of the service thanks to clear, transparent and criteria-based tariff system and by promoting users and consumers’ interests protection. The tariff system must also harmonize the service providers’ economic-financial objectives with general objectives such as social and environmental protection and efficient use of resources.
Art. 2 establishes Public Utilities Regulatory Authorities and lays down general principles to guide their discipline and composition. Art. 3 contains provisions that apply to the Energy and Gas Authority and to the Energy sector.
