Legislative Decree 13 October 2010, n. 190. Implementation of Directive 2008/56 / EC which establishes a framework for community action in the field of marine environment policy.

The present decree, in implementation of the directive 2008/56/EC, establishes a framework aimed at the elaboration of marine environment strategies and to the adoption of the necessary measures to obtain and maintain a good environmental status by 2020.
Particularly with regard to marine environment, it tends to guarantee a sustainable use of resources, in consideration of the public interest. The Decree applies to marine waters of the Mediterranean Sea region, as defined in Article 3.
The decree contributes to the coordination between the various sectoral policies, agreements, legislative measures, monitoring and planning tools and programming having an impact on the marine environment.
The Ministry of the Environment is the Competent authority for the coordination of the activities provided for by this decree which is carried out through the support of a technical committee.
Starting from an initial evaluation, the Decree sets qualitative descriptors for the determination of the good environmental status, identifies actions and phases of the strategy for the marine environment and sets environmental goals, draws up programs of measures aimed at achieving or maintaining good environmental status and establishes monitoring programs for the assessment of its attainment, according to the envisaged environmental goals.
