National Forest Strategy implementing art. 6, para. 1 of Legislative Decree No. 34 of April 3, 2018.

The National Forest Strategy (SFN) is a national sectoral strategy of Italy for the period 2014-2020 whose main goal is to protect Italian forestry heritage, to make it resilient, rich in biodiversity, capable contribute to the mitigation and adaptation to the climate crisis, offering ecological, social and economic benefits for rural and mountain communities, encouraging the protection and conscious and responsible use of natural resources.
Its general objective is to define the guidelines for the conservation, enhancement and sustainable management of the national forest heritage and for the development of the sector and its supply chains (environmental, productive and sociocultural), in implementation of the principles and purposes set forth in articles 1 and 2 of the TUFF and the commitments made at the international and European level, with particular reference to the EU Forestry Strategy.
The Strategy aims to protect the Italian territory and its forestry from the natural and anthropogenic actions that impact it and its productive sectors and to preserve it from the growing demand for the goods and services that forests and their sustainable management provide.
Building on these assumptions the SFN identifies 3 general objectives for each of which operational actions are identified. Objective A. Sustainable management and multifunctional role of forests. The relevant operational actions are: A.1 Forest planning and programming and management policies and conservation of land and landscape; A.2 Ecosystem services and payments; A.3 Land defense and water protection functions A.4 Biological diversity of forest ecosystems; A.5 Damaged forest resources and prevention of natural and anthropogenic risks; A.6 Climate change mitigation and adaptation; A.7 Reforestation management. Objective B. Efficiency in the use of forest resources for sustainable development of the economies in rural, inland and urban areas of the Country. The relevant operational actions are: B.1 Sustainable Forest Management; B.2 Qualification of forest operators and operational capacity of forest enterprises; B.3 Local forestry supply chains; B.4 Socio-cultural services of forests; B.5 Traceability of forest products; B.6 Responsible consumption and purchasing. Objective C. Global responsibility and knowledge of forests. The relevant operational actions are: C.1 Information and social and environmental responsibility of citizens; C.2 Research, experimentation and transfer; C.3 International dimension of forest policies. These objectives represent a national scale declination of the European priorities and define the strategic guiding framework that supports the national and regional responsible administrations in their tasks.
Each of the 3 General Objectives is complemented by specific actions and instrumental actions, declined by competence and responsibilities at the national and local levels, and aimed at the attainment of concrete results by specific and contextualized interventions based on local realities as well as territorial, ecological and socio-economic features.
The analysis of the progress of the Strategy will take place throughout its implementation phase, with five-year intervals aimed at analyzing the degree of effectiveness and efficiency of the actions over time: the analysis is made through a set of indicators aimed at collecting information in continuous and systematic manner in order to not only improve the quality and effectiveness of the Strategy itself but also to guide and support policy choices and directions on forestry matters at the national and local levels.
