Abstract
The National Recovery and Resilience Plan - Next generation Italia (PNRR) contains the reforms and investments that the Italian Government commits to implement to meet the requirements of the European Union Recovery and Resilience Facility instrument (RRF), one of the two core instruments of Next Generation EU (NGEU). The Plan is organized in six Missions and 16 components; the Missions align with the six pillars of the Next Generation EU (NGEU) and they are: digitalization, innovation, competitiveness, culture and tourism; green revolution and ecological transition; sustainable transport infrastructure; education and research; inclusion and cohesion; health. Moreover the indirect environmental impacts of the Plan have been assessed and their impact minimized in application of the principle of “do no significant harm” to the environment (“do no significant harm” – DNSH) that it inspires the NGEU.
The reforms that the Italian government envisages can be classified in three types of actions: horizontal reforms that are across the whole Plan, enabling reforms that facilitate the implementation of the Plan and sectoral reforms that are limited to each of the Missions. The priority areas for reforms that the Italian government has identified are: public administration, justice, simplification of legislation and promotion of competition. Public administration reform aims at improving administrative capacity at central and local level and encourages the simplification and digitization of administrative procedures. The justice reform aims to address the structural issues of the civil and criminal process e review the organization of judicial offices. In the field of civil justice, the procedure is simplified trial and interventions are also aimed at reducing tax disputes and the times for their settlement. In criminal matters, the Government intends to reform the investigation phase and the preliminary hearing, expand the recourse to alternative rites, etc. The reform aimed at rationalizing and simplifying legislation repeals or modifies laws e regulations intervenes on the laws on public administrations and public contracts, on rules that hinder competition, and on rules that have facilitated fraud corruptive episodes. The last priority area for reforms is competition, essential factor for economic growth and social justice.
Under Mission 1 (digitalization, innovation, competitiveness, culture and tourism) reforms are related to public administration and legal system, production chain, tourism and culture. For instance the Plan promotes investments to support small and medium businesses, and to facilitate mapping and monitoring systems. Mission 2 green revolution and ecological transition entails four aspects: Sustainable agriculture and circular economy; renewable energy, hydrogen, network and sustainable mobility; energy efficiency and buildings redevelopment; and protection of the territory and water resources. Mission 3 sustainable transport infrastructure. Mission 4 is education and research. Mission 5 inclusion and cohesion with reforms aiming at increase the employment rate, facilitating job transitions and equipping people with adequate training, programs for the unemployed and young people, as well as support for women employment. Mission 6 is health.
