Abstract
Focal point of this Decree is the equal distribution and rational utilization of water resources. To these ends it supplements the provisions made by Decision of the Intergovernmental Committee for Water Protection of 4 February 1977 and establishes the guiding principles on matter pertaining to the following:
(1) Water resources census, with a view to assess the quantitative and qualitative imbalance between the availability and the utilization of the resource.
(2) Definition of the water policy and priorization system, aimed at the rational utilization and optimum management of water resources, with reference to the existing and potential water supplies.
(3) Elaboration of the programme for the rational utilization of water resources for multiple uses, which has to be designed through the harmonised action of the regions, provinces, river basin institutions and local authorities.
(4) Criteria, procedures, objectives and competencies in matter of routine and extraordinary transfer of drinking water in order to resolve water shortages.
(5) Revision and updating of the general aqueduct-planning scheme. Aim of such revision is the new assessment of water supplies requirement as the consequence of the modification of water utilization in the areas concerned.
(6) Identification of the areas exposed to water shortages with a view to prevent emergency situations. The Decree states "in primis" the definition of "hazard", establishing also criteria for its assessment, of the critical point analysis and of the types of interventions which are distinguished as follows: structural interventions (works and plans), non-structural interventions (management regulations, fees, etc.), prevention measures, and emergency measures.
(7) Management of the integrated water service divided into: a) water supply services for domestic use, b) sewerage service, and c) waste water depurating services. Guiding principles of the management mentioned above are the rationalization and optimization of water utilization , the capacity to meet the demand for water supplies and at the same time to preserve the environment.
(8) Minimum standards to be guaranteed by the water supply and disposal services, including the administrative organization and functioning of the same.
(9) Management of the water apportionment and storage services for purposes other than drinking.
