Abstract
The Regional Act, which consists of six Titles, provides for the establishment of the Basin Authority of Basento, Cavone and Agri regional rivers as well as Brodano, Sinni and Noce inter-regional rivers. The Basin Authority is in charge of the management of catchment areas falling within its competence. It shall as well formulate directives and coordinate planning concerning the above-mentioned rivers. The Basin Authority consists of the following organisms: a) Institutional Committee; b) Technical Committee; c) Secretary-General; d) Technical Operating Secretariat. Title III makes provision in matter of basin planning and related programmes. Basin plans shall deal with initiatives intended for conservating, protecting and improving the proper use of water and soil. Such plans lay down the reference framework in matter of authorization and concession procedures. Basin plans shall be enforced through three-year intervention programmes elaborated by the Basin Authority. Title IV lays down financial measures. Financial resources shall be allocated by the Government in order to promote research.
