Abstract
This Regional Act regulates the functions of the Regional Phytosanitary Service, in order to implement all national and Community provisions concerning measures against the introduction into Member States of organisms harmful to plants and plant products. As provided for in article 2, paragraph 2 of Legislative Decree No. 536 of 1992, the "Observatory of Plant Diseases" is the official organism responsible for plant protection within the Lazio Region. Nevertheless, it shall be designated "Regional Phytosanitary Service" (art. 2, par. 2). Article 3 lists out the assignments entrusted to the Regional Phytosanitary Service, which cover: (a) enforcement throughout the regional territory of Community Directives in matter of phytosanitary protection; (b) performance of phytosanitary checks and controls on plants and plant products at all stages of production and marketing; (c) phytosanitary certification of plants and plant products destined to third countries; (d) control on phytosanitary coditions of agricultural, forestry and ornamental cultures; (e) proposal of compulsory fight interventions; (f) collection and dissemination of information concerning the existence and spread of harmful organisms; (g) registration of producers and importers of plants and plant products. Article 4 lays down detailed rules relative to surveillance.
