Abstract
This Regional Act establishes the Regional Basins' Authority and regulates its related planning and programming functions, which aim in particular at: 1) soil conservation; 2) maintenance of requested quality features of water resources; 3) protection and rational use of water resources; 4) ecosystem preservation, taking into particular account zones of naturalistic and environmental interest. The regional basins are delimited in accordance with the cartography attached to Annex A of this Act. Article 3 specifies the functions of the Authority, which are: a) elaborating the Regional Basins Plan and related drafts; b) definition and updating the water budget; c) carrying out inspections to ensure the enforcement of the Plans; d) development of studies, inquiries and research; e) coordinating planning activities in matter of soil protection. The Authority, as referred to in article 4, consists of the following organisms: 1) the Institutional Committee (art. 5); 2) the Technical Committee (art. 6); 3) the Secretary-General (art. 7); 4) the Technical and Operating Secretariat (art. 8). Article 11 regulates the procedure to be followed by the Authority to draw up the Regional Basins Plan. Articles 15 and 16 concern the updating and enforcement of the Plan respectively. Article 17 regards the water budget.
