Abstract
The Regional Plan for the Management of Waste and Remediation of Polluted Sites was adopted by the Regional Council via Resolution on 18 November 2014, No. 94.
The Plan implements the National Program on Waste Prevention and it is divided in two parts; Part 1 - Information and Planning (Objectives and Lines of intervention) in which, are listed the objectives, initiatives, related actions, knowledge management and sharing processes in the waste management framework. This first part is completed by a series of annexes that supplement the document by explaining its contents and actions. In Part 2 – Evaluations - it is carried out a compatibility analysis, a process of integration and connection of the plan objectives with the general lines of the regional programming, as well as an evaluation of the socio-economic effects of the plan and a monitoring system of the implemented objectives.
The general objectives and actions of the Plan are: 1) Reduce urban and special waste production by breaking the link between economic growth and the environmental impacts associated with the generation of waste.; 2) Improve waste Management system – increase recycling and recovery of materials, increase energy recovery of the residual fraction, improve the treatment plants’ recovery capacity for undifferentiated residual waste; reduce and rationalize the use of landfills; adapt the plants to hazardous waste treatment; 3) improve waste management system’ self-sufficiency, proximity and efficiency; 4) establish criteria for localization of sites for urban and special waste plants by taking into consideration, among others, hydrogeological characteristics and potential risks of the site, land destination and zoning, cultural and heritage aspects, and other socio-economical aspects; 5) remediate polluted sites and disused mining areas by adopting a "Multicriteria" calculation model for the classification of sites through environmental sensitivity parameters (e.g. groundwater contamination risk, presence of superficial water and its uses, protected areas); 6) improvement in information management and promotion of research and innovation.
