Regional Waste Management and Sites Remediation Plan

The Regional Waste Management and Site Remediation Plan for Liguria (PRGR) was adopted by the Regional Council via Resolution No. 14 on 25 March 2015.
The PRGR covers the period 2014-2020 and lays down the strategies and programmes to manage urban (Section 1) and special (Section 2) waste and the remediation of polluted sites (Section 3). It is organised in 5 sections and the last two includes the Monitoring Plan and a Summary Report.
In regard to Urban Waste the PRGR lists the following objectives and actions: 1) Increase waste prevention and reuse by promoting actions such as eco-friendly products and processes, composting at home, prevention programmes ad hoc for specific types of waste, packaging reduction initiatives and educational programmes; 2) Improve recycling rates performance through actions aimed at developing the door to door collection system for recyclable waste, improving the waste infrastructure at source, facilitating the construction of organic waste treatment plans, ensuring that the waste taxing system is functioning properly, and guaranteeing thorough the adoption of standards that the service is homogenous across the region; 3) Increase waste recovery by promoting traceability and end of life reporting systems for recyclable waste and by supporting production activities within the waste recovery market; 4) Achieve self-sufficiency in waste management in relation to sites and treatment plans at regional level through the identification and implementation of waste pre-treatment systems and limiting the construction of new landfills and extensions of existing ones; 5) achieve waste management autonomy within the provincial borders and the Metropolitan City by strengthening the waste cycle institutional system of governance.
Section 2, Special Waste, as the type of special waste produced in the Region is mainly inert material (land and rocks) from mining and vehicles, includes just specific objectives and actions related to those. In regard to inert material the PRGR identifies, among others, as priority actions: implementation of tools and incentives to favour demand and supply matching; promote selective demolition to ease waste separation and recovery; encourage site remediation and rehabilitation; promote the reuse of inert material for remediation and rehabilitation of industrial sites and dismissed landfills. Appendix A is dedicated to asbestos.
Section 3 is on Contaminated Sites and the main objectives identified by the PRGR are: 1) Strength the knowledge on polluted sites through improvement in the data collation and reporting system for the Contaminated Site Register; 2) Define intervention priorities and economic-financial planning; 3) Develop regional actions for the management of the remediation procedure through definition of guidelines on specific issues (e.g. guidelines for the determination of contamination threshold concentrations), provide support to local authorities to manage organochloride, provide support to local authorities through policy and coordination actions for the management of remediation procedures, promote the use of environmentally sustainable remediation techniques with particular attention to the the reduction of waste handling and production; 4) Improve communication between the parties involved in the remediation sites processes
