Regional Waste Management Plan (PRGR).

The Regional waste management Plan (PRGR) was adopted by the Regional Council via Resolution No. 568 on 30 December 2016. The Plan is divided into 6 Parts and 2 Annexes and has to be read in conjunction with 4 other Documents (Strategic Environmental Assessment - Environmental Report and Non-Technical Summary; Incidence Assessment - Incidence Study and Annex).
Part 1 of the PRGR, Introduction, lists the main objectives of the Plan, and entails a summary of the document contents and approval process, outlines the legal instruments and a glossary. Part 2, Urban Waste Management Plan, is divided into Plan Report, that showcases the current urban waste management performance and the planned scenario, and Directions for the Development of Recycling, that analyses and reports on recycling data for the Region and defines guidelines and incentives tools for its development. Part 3, Packaging Management Plan, examines the situation related to packaging management and evaluates the achievement of legal objectives. Part 4, Special Waste Management Plan, includes a detailed analysis of the production, treatment and flows of special waste, by waste groups, and outlines the objectives aimed at minimizing the quantity and the hazard. Part 5, Plan for Remediation of Polluted Sites, describes the state of implementation of the previous Plan and the evolution of the legislative framework. It illustrates the contents of the Registry of sites subject to the remediation process and the status of contamination of the regional territory. Describes the comparative risk assessment methodologies, as well as the planned interventions on public owned sites. Part 6, Asbestos Plan, evaluates the risks and impacts of asbestos waste in the Region, estimates the amount still to be removed and calculates the economic burdens for removal and disposal in the medium term.
The objectives of the PRGR are identified by type of waste or management activity. Urban Waste: 1) maximise the reduction and reuse of waste, and the recovery of materials and energy from recycling, in order to achieve zero waste by 2020; 2) protect the environment and health by preventing and reducing negative impacts related to waste production and management. Special Waste: 1) achieve environmental and economic waste cycle sustainability; 2) increase recovery rate; 3) improve waste separation at source; 4) reduce the quantity and hazard of Hazardous Waste. Remediation Sites: 1) develop and update the regional register of sites through identification and management of new contaminated sites; 2) define intervention priorities and economic-financial planning for public owned contaminated sites through identification of criteria and suitable methodologies. Asbestos: 1) continue the economic incentive for the removal of asbestos already started with the Regional Law 42/2015; 2) continue the planned asbestos census and mapping activities; 3) evaluate any alternative method for asbestos disposal. In regard to the latter, the Region, identifies as well activities aimed at achieving the Asbestos’ management objectives, and these include: self-notification process for census and mapping; creation of a GIS SIT specifically implemented and identified as a tool for the management of continuous monitoring; continuous implementation of the web portal for dissemination, sharing and acquisition of information.
