Regional Waste Management Plan (PRGR).

The Waste Management Plan 2016-2020 for Emilia-Romagna Region (PRGR) was adopted by the Legislative Assembly via Decision No. 67 on 3 Mary 2016 in conjunction with and the Environmental Report containing the non-technical summary of the same, the Incidence Study, the Summary Report and the Strategic Environmental Evaluation.
The PRGR comprises a Knowledge Framework and General Report, the latter is divided into six parts entitled: General framework, Urban waste, Special waste, Programs and guidelines to assist the Provinces in identifying areas for treatment plants and other specific programmes, Monitoring and technical standards for implementation.
The PRGR subdivides objectives and actions by type of waste. In regard to Urban waste the PRGR lists prevention objectives (e.g. reduction in the production of urban waste per capita and special waste, reduction of the special waste hazard), material recovery objectives (increase separate waste collection quantity and quality performance; increase recovery of organic waste) energy recovery and disposal objectives (achievement regional self-sufficiency for the disposal of non-hazardous urban waste and non-hazardous waste deriving from their treatment; energy recovery of no-recoverable waste; minimization of disposal; fair territorial distribution of environmental burdens deriving from waste management) and for each of them highlights priorities of action (e.g. defining homogenous waste catchment areas, favour recycling to other forms of resource recovery; improve performance of existing treatment centres and landfills). In addition to that the PRGR recommends further governance and economical-financial instruments aimed at reaching the urban waste objectives of Plan and estimate of costs in the different plan scenarios.
In regard to Special Waste the objectives of the PRGR are: reduction of the production and the special waste hazard; enhancement of material recovery in comparison to energy recovery; use of existing plant capacity with reference to regional needs; reduction of disposal in line with the waste hierarchy; application of the proximity principle.
