Abstract
The updated version of the Regional Waste Management Plan for Calabria Region (PRGR) 2017-2020 was adopted by the Regional Council via Resolution No. 497 on 6 December 2016 in conjunction with the Asbestos Regional Plan 2016 (PRAC). Connected to the PRGR and PRAC are the Plan Summary and Environmental Monitoring Plan.
The Regional Waste Management Plan must be evaluated every six years and it is divided in 3 Parts; Part 1 “Knowledge Framework” describes the current waste legal and management framework, Part 2 “New Planning” outlines objectives, actions and programmes to achieve those objectives and Part 3 concerns “Special Waste” and highlights the current management situation and classifies types of special wastes and programmes to remediate polluted sites. Annexed to the Plan there is a Part 4 that includes the environmental report for the PRGR and implementation monitoring criteria and measures for the Plan.
The general objectives that the new PRGR sets are the following: allow regional autonomy in waste management; minimize waste production (Prevention); improve urban waste resource recovery by increasing the percentage of separate waste collection; maximize the recycling chain by creating eco-districts (Recycling); reduce the use of landfills and limit it to previously treated and non-recyclable or otherwise exploitable fractions of waste (Disposal). Specific objectives are also listed, and a particular attention is given to the sustainability issue and to how the PRGR can impact the environment and how this can be prevented and mitigated.
In regard to the actions, the PRGR distinguishes between general actions and specific actions to be carried out by Regions and by local Authorities; these latter are subsequently divided into actions aimed at achieving prevention, recycling and disposal related objectives. The PRGR general actions are: implementation of prevention policies, strengthen the current separate collection systems, creation of eco-districts dedicated to the recovery / recycling, refurbishment of existing platforms.
The overall objective of the new PRAC is to ensure that asbestos is any form is eliminated from Calabria. To achieve that the objectives of the PRAC are: census and a geo-referenced mapping of asbestos sites; census of ophiolite deposits and of active and inactive quarries;assessment of asbestos content in deposits and extracted materials; epidemiology; health protection; training and information.
The actions that the PRAC identifies to achieve those objectives are: evaluation of any alternative methods, already tested, of disposal of asbestos; owners of sites with asbestos, waiting to proceed with the reclamation, must take action to secure the material; abandoned sites with the presence of asbestos and / or other toxic substances must be placed in safety and not used until the remediation has been completed; if there is a replacement intervention for the remediation of sites with asbestos.
