Abstract
The Regional Solid Urban Waste Management Plan for Sicilia (2011-2015) was adopted in June 2012 as a result of a waste management emergency. In 2016, via Resolution of the Regional Council No. 2 the Plan has been updated has the result of a second waste management emergency situation.
The 2012 Plan’ strategy follows a three phases development (emergency January 2011- December 2012; transitory January 2013- December 2013; and regime January 2014- December 2015) and likewise the criteria, tools and guidelines contained in it. Section I entails a general background information of the current waste management situation in Sicilia, Section II outlines guidelines and strategies of intervention and Section III lays down the adopted methodology and chronogram strategy of intervention for each province.
The general objectives and actions of the Plan are: 1) reduction of production: identify the areas of action for the reduction of waste production and provide a detailed plan to identify suitable ones operational measures; 2) service costs: Integrated waste management legal compliance must be achieved through lowest cost alternative and in respect of environmental protection and job security priorities; 3) economic sustainability of the plants: conduct timely checks on economic sustainability of plant choices (construction, management, post-management and decommissioning); 3) realisation times: identify plant solutions that can be implemented in a reasonable time taking into account financial constrains; 4) favour simplicity in management: to guarantee simple and reliable management solutions; 5) organic fraction: plants for bio-treatment of the organic fraction from undifferentiated waste can be used for the production of quality compost as organic recycling increases, to guaranteeing investment and management savings; 6) mutual aid: creating a network at regional level to ensure the continuity of the service even when some plants are shutdown; 7) priority interventions: large urban centres to possibly achieve high recycling results in a short term; 8) performance indicators: implement a quality monitoring system through benchmarking, quality performance indications and evaluation methodologies; 9) market checks: verify the economic sustainability and technical feasibility of using the non-recoverable dry fraction for the production of energy; 10) audit: improve relationship with operators, associations and stakeholders through knowledge sharing, engagement and empowerment of community, and ensure monitoring and inspection of plans.
The 2016 Plan Updating to cope with the emergency follows a two phases development strategy (First phase – Chapters I to VII – where initiatives to cope with the emergency are put in place, where waste flows are calculated and the criteria, standards and principles of waste management are set; Second Phase - where the actual integrated waste management planning strategy is developed and follows chronograms and data projections trends). The Parts of the original Plan that have been updated are: a series of waste flows studies for different catchment areas, special waste management status report, guidelines for electronic waste and waste management in regional ports, remediation site plan.
