Abstract
The Triennieal Plan (2020-2022) lays down the national strategy to tackle labour exploitation and illicit intermediation in the agricultural sector (caporalato). The Plan is organised in 3 Parts. Part 1 – Context Analysis, presents agricultural labour force data by region, highlights labour exploitation incidence, and showcases current legal measures and initiatives in place to tackle the issue.
Part 2 - Priority Areas for Intervention distinguishes between Cross-sectional and Thematic Priorities of intervention. Thematic Priorities are: (i) Prevention, monitoring and contrast of caporalato; (ii) Agrofood supply chain and agricultural products prices; (iii) Labour intermediation; (iv) Transport; (v) Seasonal workers’ accommodation (vi) Quality Agricultural Work Network (vii) Reintegration of labour exploitation victims. Cross-sectional Priorities are: setting up a data and information sharing system, develop a unique and coordinated protection program to protect labour exploitation victims and run a communication campaign to raise awareness about the issue.
Part 3 lays down the Plan of Action. The Plan follows a three phases development. Phase 1: mapping analysis; Phase 2: Emergency management; Phase 3: Long term initiatives. The latter Phase is organised in four strategic themes (Prevention, monitoring and contrast, protection and assistance, reintegration) and for each of them the Plan identifies specific actions and responsibilities of intervention at national regional and local level.
Make agriculture more productive and economically, socially and environmentally sustainable is the driving objective that the Plan aims at reaching through the achievement of the two following Priorities: (ii) Agrofood supply chain and agricultural products prices and (iii) Labour intermediation.
The Plan and its priorities are one of the tools that the government has set up to fight poverty and social exclusion in the agricultural sector; in particular Priority 5 and the objective of developing a suitable accommodation program.
The Plan for its implementation sets a decentralised approach conferring powers and making each level of public administration accountable for the achievement of its objective.
