Abstract
The Waste Management Plan of Bolzano's Province 2000 was adopted in its original version by Provincial Council via Resolution No. 6801 on 08 November 1993 (The Plan); since then the content has been integrated and amended with further Resolutions, they follow: Resolution No. 285 of 01 February 1999, Resolution No. 2594 of 18 July 2005, Resolution No. 1431 of 20 December 2016. A Special Waste Management Plan was included to the Waste Management Plan via Resolution No. 1028 on 26 September 2017.
The Plan is organised under 4 Chapters, namely Chapter 5 on Organic Waste, Chapter 6 on Recyclable Waste, Chapter 7 on Urban Waste, Chapter 10 on Hazardous Waste and Chapter 11 on Landfills. Resolution 285/1999 has updated The Plan’ s Chapter 5, 7, 9 (Sewage sludge); Resolution 2594/2005 integrates Chapters 5, 7 and 9 and regulates the management of urban waste up to 2030 with indications on waste catchment areas and specific treatment plants required; Resolution 1431/2016 updates Chapters 5 and 7 and exclusively concerns measures aimed at reducing domestic urban waste, and a collection and recovery organic waste program. Resolution 1028/2017 is on Special Waste and is further organised in the following Chapters: 1) Special hazardous and non-hazardous waste; 2) Sewage sludge; 3) Construction and demolition remains; 4) Medical waste; 5. PCB / PCT containing waste.
The general overall objectives of The Plan are: reduction of waste production, improvement of recycling and treatment (e.g. sewage sludge) performance and disposal of waste.
The specific objectives of the Special Waste Management Plan are: 1) maximise the protection of the environment and human health; 2) maximize recycling and recovery activities, also promoting energy recovery; 3) promote waste treatment within the Province and ensure, when feasible, that the waste disposal site is near production sites; 4) give preference to innovative technological solutions for the construction of new plants; 5) unify the discipline on Special Waste in one document.
