Abstract
This Medium Term Socio-Economic Policy Framework (MTF) serves as centrepiece of the implementation framework and continuous improvement of the Vision 2030 Jamaica: National Development Plan, as it aligns the country’s goals and objectives and the achievement of national outcomes to the actual performances and to the Sustainable Development Goals. The Medium Term Socio-Economic Policy Framework identifies the following main strategic priorities and therefore it develops measures and interventions for their implementation: healthcare and wellness; human capital development; social protection and inclusion; governance and public sector effectiveness; economic stability and growth; employment and international competitiveness; environmental sustainability and climate change response; rural development and urban renewal.
Concerning targeted measures related to these strategic priorities, this MTF focuses on: strengthening of healthcare system and healthcare promotion, after the vulnerability evidenced by Covid-19 infection; increasing social protection and elimination of all forms of vulnerability and poverty; sustainable management and use of environmental natural resources; hazard risk reduction and climate change adaptation, including integration of climate issues in Policies and Plans; sustainable urban and rural development; waste management and pollution reduction; conservation of natural resources; ending hunger, improving nutrition and achieving food security; promotion of sustainable agricultural development; ensuring availability and sustainable management of water and sanitation; improving access to affordable, reliable, sustainable and modern energy for all; taking proper and urgent actions to conserve and sustainably use the oceans, seas and marine resources; implementing forestry protection measures, combating desertification, halting and reversing land degradation and biodiversity loss; improving the competitiveness of the minerals sector and increasing the involvement of the private sector in minerals development.
Specific actions concerning agriculture include: development of sector Plans to improve the role of vulnerable persons, such as young people, women and persons with disabilities; establishment of specialised agricultural zones and additional agro-parks; promulgating the fisheries and aquaculture Policy; improvement of fish populations through the creation of additional fish sanctuaries and the adoption of climate smart fisheries management techniques; enhancement of conservation of livestock and fisheries genetic resources; increase irrigation systems; exploring and advancing integrated pest management technologies; implementation of a control system for the reduction of illegal, unreported, and unregulated fishing.
