Abstract
This National Chemical Emergency Risk Management Plan addresses the great need for a comprehensive approach to chemical management and chemical emergency risk management across all sectors of the Jamaican economy and society. The Management Plan covers the following terms and definitions: chemicals, elements, chemical compounds and mixtures; decontamination; disaster; emergency; environment, consisting of air, water and land; environmental hazard; environmental health, consisting of all aspects of human health affected by environmental factors; hazardous chemicals; hazardous materials; hazard classification; hazardous waste; health impact assessment; pesticides; pollution; public health surveillance; rehabilitation; remediation; retention facility; risk assessment; toxic agent; toxic effect.
The Management Plan is structured as follows: 1) Introduction, including: management of hazardous chemicals in Jamaica. 2) Prevention and Mitigation, including: risk identification; zoning and land-use planning for high risk facilities; controlling and inspecting the storage, stockpiling and transportation of hazardous chemicals. 3) Preparedness, including: information management, laboratory analytical capabilities; stakeholders’ roles and responsibilities in hazardous chemicals risk management; strategies for chemical emergency risk prevention, mitigation and preparedness. 4) Response, including: coordination of a National response to a chemical emergency; roles and responsibilities of key agencies and private entities in a National response to a chemical emergency. 5) Recovery, including: post-incident activities of a National response to a chemical emergency.
Targeted measures covered by this Management Plan concern: applications and procedure for permits to import hazardous chemicals; types of high risk facilities, including: solid and industrial waste disposal sites, waste water treatment facilities, storage of large volumes of pesticides; transboundary movement of hazardous chemicals and waste; internal transportation of hazardous chemicals and required controls; health emergency planning; hazard and risk assessment.
