Abstract
The National Export Strategy is a national sectoral strategy applicable to the export sector during the 2009-2030 period. The instrument seeks to improve Jamaica’s export performance by enhancing the trade and business environment and improving the competitiveness of firms and sectors. It will provide sector-specific measures to enhance key exporting industries, improve the bureaucratic processes for exporters, and strengthen a range of supporting services such as trade information and finance, export quality management, trade facilitation, branding, and trade promotion. The following are the main three goals of the Strategy: 1) achieving export-led growth; 2) improving export performance; 3) achieving global competitiveness. The priority sectors include agro-processing (food and beverages), aquaculture, coffee, minerals and mining.
The Strategy will support the agricultural, forestry and fishery sectors for export purposes. In particular, it will enhance trade and market access, promote investment and diversification, provide financing and capacity building in order to improve the quality of exports. It will also pursue reliable, cost-effective energy through encouraging diversification of the energy base and implementing energy management and contributing to a more competitive export sector. Lastly, it will ensure that the mining sector is coordinated and that it minimizes negative impact on the natural environment.
Special attention is given to the agro-processing sector. The Strategy recognizes its linkages to the increase of employment and the reduction of poverty in rural areas.
The Strategy contributes to enabling more efficient agricultural systems by promoting and enhancing trade and market access for exports.
The Export Council shall be established. This institution shall be resourced with a supporting secretariat for the effective implementation and monitoring of the Strategy.
