Abstract
The National Operational Action Plan for the Prevention and Control of Obesity in Children and Adolescents in Jamaica (2016 – 2020) primarily focuses on addressing the rising rates of obesity among children and adolescents in Jamaica. It aims to implement comprehensive strategies that promote healthy dietary practices and physical activity, aligning with regional and national health initiatives. The goal of the Plan is to reduce the prevalence of obesity in children and adolescents by 5% by 2020. The Plan recognizes the multifaceted nature of obesity, linking it to social determinants and the need for a coordinated response from various sectors, including health, education, and agriculture. The Plan outlines specific actions and responsibilities for various stakeholders, including the Ministry of Health (MOH), the Bureau of Standards, and the Ministry of Finance. It proposes six lines of action with strategies to address childhood obesity, diet and physical activity-related risk factors and country capacity, namely: Obesity prevention and control in primary health care services; Protection, promotion and support of breastfeeding; School-based interventions; Fiscal policies and regulation of food marketing and labeling; Physical activity and health promotion; Surveillance, research and evaluation. Key activities include the establishment of nutrition labeling standards, the introduction of fiscal policies such as taxation on sugar-sweetened beverages (SSBs), and the promotion of healthy food environments in schools. Secondary themes include advocacy for breastfeeding, regulation of food marketing to children, and the development of social marketing campaigns to raise awareness about healthy eating. In terms of food, agriculture, and natural resource management, the plan emphasizes the importance of agricultural subsidies that encourage the production and consumption of fruits and vegetables. It advocates for regulations that restrict the marketing of unhealthy foods, particularly to children, and promotes pricing strategies that incentivize healthier food choices. The Plan underscores the need for a holistic approach that integrates health, nutrition, and agricultural policies to foster a healthier population and improve dietary patterns across Jamaica.
