The National Reconstruction and Resilience Authority Act, no. 8 of 2026.

This Act establishes the National Reconstruction and Resilience Authority, as a body corporate responsible for the enforcement of this Act, the preparation, implementation and oversight of national reconstruction and resilience projects, plans, programmes, activities and works and particularly for: establishing performance indicators and reporting standards for projects, programmes and plans; procuring goods, agricultural crops, raw materials, products and equipment, works and services for the implementation of projects, programmes and plans; enabling the proper monitoring and reporting on all activities; issuing directives and operational guidelines; defining standards, specifications and requirements for the achievement of climate and disaster resilience, and eliminating or mitigating the adverse effects of catastrophic climate and geophysical events; establishing risk management systems necessary for timely, efficient and effective performance of procurement contracts for the implementation of approved projects, programmes and plans. The Act defines the following relevant terms regarding the operational functions of the approving entity: land use planning, land subdivision and zoning; environmental management, natural resource conservation and environmental permits; physical planning and development control; approvals relating to water supply, sewerage, drainage and desalination; electricity, telecommunication and other utility services; disaster risk management and hazard mitigation.
Further matters covered by this Act include: appointment of the Authority's employees; delegation of functions and power to establish committees; funds of the Authority; reconstruction and resilience projects, programmes and plans: development of projects, programmes and detailed plans by the Authority; preparation of plans and programmes for reconstruction and resilience; prioritisation of specially vulnerable areas and of solutions based on current natural and climatic environmental processes, including wind, rain water percolation, groundwater flow and surface water flow; designation of strategic investment projects; sectors where projects may be presented: energy infrastructure and renewable energy generation and transmission, logistics, air and sea ports, water, sewage and desalination, low-income housing and urban development, high-value tourism, education and research in science, technology, engineering and mathematic, high value agriculture and agro-industrial processing, critical minerals, including rare earth elements.
