Abstract
The goal of this National Strategic and Action Plan for the Prevention and Control of Non-Communicable Diseases (NCDs) in Jamaica (2013 -2018) is to reduce the burden of preventable morbidity and disability and avoid premature mortality due to non-communicable diseases and injuries by 25% by 2025. The policy document primarily focuses on addressing the rising prevalence of NCDs, such as cardiovascular diseases, diabetes, and obesity, which pose significant public health challenges. It aims to align Jamaica's health policies with international human rights instruments and evidence-based strategies, ensuring that health promotion and disease prevention are prioritized. There are five priority programme areas that the Plan will be implemented under: 1. Risk Factor Reduction and Health Promotion 2. Comprehensive and integrated disease management for NCDs and injuries 3. Surveillance, research, monitoring and evaluation 4. Public Policy and Advocacy 5. Leadership, Governance and Capacity Building. The policy document emphasizes the need for measurable objectives and sustainable programs to improve health outcomes, particularly among vulnerable populations. The implementation plan outlined in the policy document is structured around a phased approach over five years, incorporating comprehensive monitoring and evaluation mechanisms. Key indicators have been established to track progress, including targets for reducing risk factors associated with NCDs, such as tobacco use, physical inactivity, and unhealthy diets. Secondary themes include the promotion of healthy lifestyles, community engagement, and the integration of health considerations into various sectors, including education and sports, to foster a holistic approach to public health. In terms of food, agriculture, and natural resource management, the policy document advocates for policies that promote healthy eating and nutrition. Specific measures include working with the food industry to eliminate trans-fats, reduce salt and saturated fats in food products, and implement food labeling standards. Additionally, the policy document emphasizes the importance of strengthening food security and nutrition policies, such as the National Nutrition and Food Security Policy, to ensure access to healthy foods for all populations. These initiatives are crucial for creating an environment that supports healthy dietary choices and ultimately contributes to the reduction of NCDs in Jamaica.
