Abstract
The Poverty Reduction Strategic Plan is one of the thirty-one sectoral plans that contribute to the achievement of the National Development Plan of Jamaica (2009-2030). It will be implemented until 2030 with the aim to achieve sustainable poverty reduction. To achieve this, the Plan targets improving human capabilities (education, health, public goods and employment) and opportunities to find sustainable livelihoods, facilitating access to basic goods and services (having regard to varying vulnerabilities and gender), and the establishment of effective, consistent and inclusive service delivery. The Plan will seek the following outcomes: 1) improved evidence-based mechanism for measuring and monitoring poverty; 2) equitable access to basic goods and services; 3) responsive public policy in place; 4) economic opportunities for sustainable livelihoods created or expanded; 5) social inclusion of the poor.
The Plan will seek to ensure access to basic foods proving recommended dietary allowance in order to promote food security and ensure low-cost basic food items availability. In addition, it will seek to ensure access to safe water.
Furthermore the Plan aims at improving mechanisms for measuring and monitoring poverty in general throughout the country. It will provide universal access to basic goods and services; create economic opportunities; and promote social inclusion. In addition, it will improve rural public transportation; modernize rural road networks; create a system of transport subsidy for rural poor children and elderly; address marketing and infrastructure constraints on rural production; give high priority to rural development projects; and boost job creation.
The Plan will increase housing solutions for low income, in cities and regional areas to accommodate anticipated climate change.
The Plan will be implemented at the sectoral level by ministries, departments and agencies of the Government, as well as private stakeholders, non governmental organizationsNGOs, and community-based organizations. An Action Plan will outline the framework for implementation of the Plan. It includes goals, outcomes, strategies, actions and responsible entities.
