Abstract
This Act, consisting of 29 articles, amends the Public Procurement Act of 2015. The amendments concern: insertion of new definitions and replacement of old ones in Section 2, particularly: international competitive bidding; open bidding; approved registered supplier; approved annual procurement plan; closed framework agreement; domestic content; special and differential treatment measures. Further amendments include: insertion of a new paragraph on the recommendations for the establishment of framework agreements for procuring entities; replacement of sections on maintenance of a register of approved suppliers, differentiated according to classification; insertion of new sections: management of procurement methods, request for proposal with and without negotiations, request for quotation, framework agreements; replacement of section concerning eligibility requirements. Amendments also cover the attached Schedules.
