Abstract
This Act amends the Public Procurement Act of 2015, in order to improve the effectiveness and efficiency of the country's procurement process. Amendments concern: deleting and replacing the following definitions: bid, bidding documents, international competitive bidding, national competitive bidding, procurement method threshold, standard bidding document, call-off contract, open international and national competition, solicitation document, standard type of contract, award of contract; deleting Part III of the main Act concerning methods of public procurement and replacing it with the one concerning methods of public procurement and levels of competition; inserting new section concerning use of procurement methods other than open competition; modifying section concerning participation in procurement proceedings; replacement of the first schedule to the Act relating to goods and services not covered by the provisions of the Act and including: goods, works and services donated to the Government of Jamaica by a non-governmental organisation under detailed conditions, land or any immovable property or rights in relation thereto, works of art, cultural performances, products or services associated with creative expression, goods, works and services of a sensitive nature for use in or acquisition for the purposes of national defence or national security, medical and legal services, educational instruction and training programmes, goods, works and services required during a situation of emergency or extreme urgency or a disaster.
