2020-2025 National Agricultural Development Strategy.

This Agricultural Development Strategy is a 5-year nationwide sectoral document aiming at developing the agricultural sector in Jordan focusing on its digitization and restructuration to boost productivity. In light of the internal and external factors and the crisis that the Kingdom went through during the outbreak of the Corona pandemic, the priorities for the agricultural sector needed to be rearranged for the period 2020 - 2025 with the aim of achieving an organized and developed agricultural sector that (i) preserves the environment and agricultural resources, (ii) enhances self-reliance in food production, (iii) has an effective contribution to economic development, and (iv) meets the requirements of internal and external markets.
The Strategy sets out eight priorities connected to as many strategic objectives, as follows (1) reforming and reorganizing the agricultural sector to achieve a well-structured and professional agricultural industry; (2) digitization of the agricultural sector to enhance the use of communication and information technology; (3) leveraging agricultural technology to bolster investments and knowledge development in the sector; (4) promote production and productivity through strategic crops to enhance food security and rely on local agricultural production; (5) increase logistics operations chain to increase the efficiency in the agricultural sector; (6) encourage agro-industrial chain to develop clusters of agricultural industries based on local inputs; (7) developing the agricultural export chain to enhance the competitive advantage of agricultural exports; (8) intervene on forestry and pastures to preserve biodiversity and develop ecosystems.
The key strategies and interventions for each priority and objective include: (1) Agricultural Sector Coordination: This involves coordinating farmers, streamlining operations, overseeing businesses, fostering cooperatives, enhancing government services, and improving the Agricultural Risk Management Fund. (2) Digital Services Enhancement: This focuses on improving digital government services, creating a platform for farm record-keeping, market access, extension services, and digitizing licenses and certificates. It also supports green skills development, ICT adoption in the fisheries sector, and market information systems. (3) Modern Agricultural Technology: This encompasses developing plant and animal production, financing projects with modern technologies, supporting solar energy, and investing in small ruminants. It also emphasizes training, agricultural mechanization, water-efficient technologies, research, and genetic diversity. (4) Private Sector Partnerships: This aims to establish partnerships for agricultural investment, enhance water efficiency, offer subsidies for export crops, improve livestock and fisheries productivity, promote healthy plant populations, provide small loans, assess agricultural impacts, and conserve genetic resources. (5) Marketing and Infrastructure: This involves improving agricultural marketing, developing cold storage facilities, modernizing transportation, and enhancing infrastructure in the palm sector. (6) Value Chains and Industry Development: This includes creating agricultural industry value chains, fostering rural industries, and advancing the Jordanian date industry. (7) Market Expansion: It aims to preserve traditional markets while accessing high-value markets. (8) Natural Resource Management: This focuses on the sustainable development and maintenance of forests, pastures, and desert water harvesting systems. It also aims to improve ecosystem services and engage local communities in forest management while strengthening institutional and technical capabilities.
