Abstract
This Agreement consisting of 4 articles aims at developing a proper management, utilization and sustainability of the water of the Al-Sag (Saudi Arabia)/Al-Disi (Jordan) Aquifer. Article 1 contains terms and definitions. Article 2 describes the norms for managing the aquifer. It also establishes within each country: the creation of a management area (where digging of wells has to be done in accordance with the technical standards of the two States and the groundwater extracted shall be used only for municipal purposes) and, within it, a protected area (where the activities depending on the extraction of groundwater shall be eliminated within a period of five years); the maintenance and pollution control of the protected area; and the digging of observatory wells in the protected area coordinated through the Technical Joint Committee. Article 3 deals with the creation of a Joint Saudi/Jordanian Technical Committee responsible for the implementation of the Agreement, control on quantity, quality and level of groundwater extracted and collection and exchange of data and information. Article 4 contains administrative provisions related to the implementation of the Agreement which shall be reviewed every 25 years.
