Abstract
This Law, consisting of 14 articles, aims at establishing at the Ministry of Agriculture the Agricultural Risk Mitigation Solidarity Fund aiming to (i) strengthen cooperation and solidarity among subscribed farmers who are exposed to agricultural risks, to reduce their impact; (ii) encourage agricultural investment by reducing the effects of agricultural risks; (iii) compensate subscribed farmers for damages resulting from any agricultural risk; (iv) compensate non-subscribed farmers for frost-related damages only, up to a maximum of 25% of the value of the damage; (v) reduce agricultural risks by encouraging farmers to adopt modern agricultural practices; (vi) mitigate the effects of agricultural risks by organizing agricultural insurance programs; (vii) build institutional capacity in the field of solidarity to address agricultural risks. The Fund is managed by a Committee chaired by the Minister and including the Director General of the National Agricultural Research Center, the Director General of the Agricultural Credit Corporation, the Director of the Meteorological Department at the Ministry of Transport, and the President of the Jordanian Farmers Union. The Committee (i) determines the main agricultural risks eligible for compensation under the Fund through an annual plan, and may also consider any emergency risks affecting farmers during each agricultural season; (ii) may organize agricultural insurance programs. Compensation is limited to damages affecting plants (including crops, seedlings, grasses, seeds, flowers, leaves, roots, and all parts) and animals (including livestock, poultry, rabbits, fish, and bees).
