Agricultural Waste Management Bylaw No. 32 of 2024 issued pursuant to Paragraph (i) of Article 10 and Article 31 of the Waste Management Framework Law No. 16 of 2020.

Abstract
This Bylaw consisting of 14 article saims to regulate the management of the primary organic waste derived from animal or plant residues, or a combination of both, that is biodegradable through biological decomposition by microorganisms, either naturally or artificially. Article 3 establishes that the storage of hazardous agricultural waste by the producer is prohibited, and if detected, it must be reported to the Ministry of Environment, specifying the quantities, types, and classifications of the waste. Article 4 (i) outlines untreated organic waste, including unprocessed animal manure, untreated plant residues, mixtures of untreated plant and animal waste, partially processed compost from untreated primary organic waste, slaughterhouse waste, and olive mill waste; (ii) establishes that the application of untreated organic waste to agricultural soil as organic fertilizer or soil conditioner is prohibited unless it has been processed by a licensed facility for this purpose; (iii) prohibits the disposal of untreated organic waste outside designated collection sites within a specified period; (iv) provides that, if no on-site treatment facility is available, the waste producer must contract a licensed facility for proper transport and disposal (regulated by Article 5).
The Bylaw also regulates the following (i) the Ministry will establish an electronic system to track vehicles transporting organic and non-organic agricultural waste, with the Minister authorized to oversee and monitor vehicle movements to ensure compliance and take necessary enforcement actions against violations; (ii) waste transporters must coordinate with the Ministry to install tracking devices on their vehicles, ensuring proper transportation from production sites to designated processing facilities; (iii) the Ministry may collaborate with the private sector for agricultural waste management, including handling plant and animal by-products, and may contract services for waste transportation, organic fertilizer production, or processing of treatment residues as needed; (iv) agricultural waste producers in the livestock sector must contract with licensed organic fertilizer facilities approved by the Ministry and maintain records documenting waste quantities; (v) slaughterhouses must enter into agreements with licensed entities for the transportation of their waste, either to approved landfills or licensed facilities.
