Abstract
This Green City Action Plan (GCAP) is a document developed to enable the city of Amman to identify, prioritize and address its most acute climate change and environmental challenges, including solid waste management, water and wastewater, urban transport, and building energy efficiency, to reduce local pollution, improve energy and resource efficiency and promote climate change adaptation. Developed by the Greater Amman Municipality (GAM), it focuses on issues and actions within its institutional mandate; however, some environmental issues extend beyond its political boundaries, thus many of the proposed actions also require the engagement of National Ministries, agencies, and other stakeholders. The GCAP is based on several different strategies that have produced a Vision for the city that includes the following themes (i) Deliver green growth; (ii) Become organized; (iii) Protect its heritage; (iv) Be attractive; (v) Promote a culture of sharing and inclusivity; and (vi) Be lively but safe and friendly.
Priority sectors - together with the strategic objectives -identified by the city are (1) efficient and resilient energy systems and buildings by (i) increasing renewable energy supply by 25% by 2035 and (ii) reducing the rate of energy demand by 15% by 2030; (2) accessible, diverse, and low-carbon mobility systems by (i) increasing public transportation by 30% by 2030, (ii) developing a strategy that supports pedestrian travel, and (iii) incorporating smart systems in transport planning; (3) resource-efficient and holistic waste management systems by (i) increasing the efficiency of solid waste management regimes, (ii) integrating circular principles into waste management, (iii) reducing the amount of waste sent to landfills by 12% by 2030, and (iv) upgrading waste management infrastructure; (4) integrated water resources management by (i) reducing flood risk in critical areas by 50% by 2040, (ii) reduce water network losses by 70% by 2040, (iii) improving access to water and wastewater networks to 100% of Amani’s by 2040, and (iv) improving water efficiency in buildings by 25% by 2030; (5) comprehensive and reflective land-use planning by (i) increasing the amount of quality green space in Amman, (ii) developing an up-to-date land-use plan to ensure equitable development across Amman, and (iii) improving the public realm; and (6) responsive and forward-looking climate adaptation practices by (i) institutionalizing climate resilience into all aspects of municipal operations and policies, (ii) mitigating the urban heat island effect and carbon emissions in Amman through blue and green infrastructure, and (iii) improving public awareness of climate change.
As for Governance, a transparent process has been established for monitoring, evaluating, and reporting on the implementation of the GCAP including (i) tracking implementation progress of GCAP actions; (ii) identifying whether each implemented action is having the desired results and impacts; (iii) facilitating learning about what is and what is not working; and (iv) determining what adjustments need to be made during the GCAP implementation to maximize the potential positive impacts. Monitoring will be conducted on a bi-annual basis to allow changes and adjustments to occur before the next phase of an action begins.
The initial part of the document contains a summary in Arabic of the main objectives and interventions planned for the city.
