Abstract
This Law, consisting of 25 articles, aims to establish the Jordan Cooperative Corporation as a public official institution with the following main responsibilities (i) supervising and regulating the cooperative sector (without engaging directly in cooperative activities); (ii) registering cooperatives and unions; (iii) auditing their financial and administrative records; (iv) providing technical support and facilitating access to funding; (v) promoting cooperative culture; (vi) drafting relevant legislation; (vii) coordinating development plans; (viii) representing the sector regionally and internationally; (ix)providing loans and Islamic financing through a fund; (x) facilitating grants; (xi) overseeing the implementation of foreign-funded cooperative projects in coordination with relevant ministries. The Corporation is managed by a Board of Directors including representatives from the Ministry of Local Administration, Ministry of Planning and International Cooperation, Ministry of Industry, Trade, and Supply, the Development and Employment Fund, and six representatives from the cooperative sector. Article 6 outlines the powers and responsibilities of the Board. It is responsible for (i) setting the general policy of the Corporation, the Fund, the Institute, and the cooperative sector; (ii) approving the necessary plans and programs to implement that policy; (iii) approving the annual budget and final financial statements; (iv) approving the organizational structure, draft legislation and regulations related to the Corporation and the cooperative sector, and investment projects; (v) approving the compulsory liquidation, deregistration, or cancellation of cooperatives and unions. Article 10 establishes the Cooperative Development Fund, which aims to provide the necessary financing for the cooperative sector, either directly through loans and Islamic financing it offers, or indirectly through grants from which the cooperative sector benefits. A cooperative, union, or general union may be subject to compulsory liquidation and cancellation of registration if its membership falls below the legal minimum or if it engages in unauthorized activities.
