Abstract
This Law consisitng of 14 articles is issued under the Constitution that provides at Article 124 the measures and procedures necessary to defend the country in emergency cases.
Article 2 states that the Law shall be issued by Royal Decree in case of (i) emergencies that threaten the national security or general safety due to wars, a state leading to them, disorders, internal armed uprising, general disasters, outbreaking of a plague or epidemic; (ii) the Royal Decree shall include explanation of the state that required this Law to be effective, the area and date it will be effective in; and (iii) ceasing this Law is announced by a Royal Decree issued based on the decision of the Cabinet. Article 3 establishe that the Prime Minister takes measures necessary to secure general safety and defend the Kingdom without being restricted with the provisions of normal applicable laws. Article 4 lists the powers of the Prime Minister in case of issuance of the Law.
