Abstract
This Energy Efficiency and Renewable Energy Policy for the Water Sector is a national sub-sector document updating the 2016 Energy Efficiency and Renewable Energy Policy and aiming to provide a basis for promoting the desired change of achieving actual measurable improvement in energy efficiency and in increasing the use of renewable energy in the water sector. Sustainable and long-lasting changes in the energy utilization in the water sector are a national priority, and all public and private sector entities must work together to achieve this objective. To achieve the desired changes, this Policy presents four goals accompanied by several targets and indicators. The first two goals, representing the main objectives of the document, are, respectively, (i) to achieve improved levels of energy efficiency in water supply and wastewater treatment activities, aiming to improve energy efficiency in water and wastewater treatment by 15% by 2025, with future, more ambitious targets to be developed by 2030 based on a new energy model, and (ii) to increase the use of renewable energy in all water sector activities to meet 10% of the Ministry of Water and Irrigation's (MWI) 2019 baseline energy consumption by 2025, increasing to 20% by 2030. In addition, the plan includes a specific target for water desalination. By 2025, feasibility studies for renewable energy-powered desalination plants must be completed to eventually supply 25% of the total water supply with desalinated water produced using renewable energy. While goals 3 and 4, respectively aiming to implement energy management systems to gradually cover the entire water sector's activities (to have the system cover 60% of the sector by 2025 and achieve 100% coverage by 2030) and enhance the enabling environment for achieving the goals of this policy to create a more efficient and transparent system for managing water and energy data, are supportive goals that promote positive practical changes in the water sector for facilitating the achievement of goals 1 and 2. In addition to the goals, targets, and indicators presented in this Policy, it is proposed to optimize opportunities available through the Water-Energy Nexus, including (i) optimizing the energy tariff for the water sector; (ii) increasing renewable energy projects; and (iii) exploring renewable energy-powered desalination projects.
