Abstract
To raise the living standards and improve quality of life of the Jordanian population, the Ministry of Planning developed the Executive Development Program 2016 – 2018 (EDP), a national-wide multi sectoral document that is a first step of the mid-term implementation of the vision for the next ten years represented by the Jordan Vision 2025. The EDP has been created through a participatory approach, outlining development priorities and key reforms. The Program aims to: (i) create a framework with popular participation in the development decision-making process; (ii) enhance the productive capacity of the Governorates based on their competitive features; (iii) enable the Governorates and the other local bodies to define their development priorities; (iv) improve a local development planning system ensuring successful implementation of the decentralization project at governorate level; (v) study the developmental reality in the Governorates together with an analysis of the demographic, economic and social sector indicators (the most important of them are poverty, unemployment, household income and expenditure, education, health, labor market and infrastructure).
The EDP proposes its development activities in many sectors affecting the growth of the Jordanian society, namely: (i) Legislation and Justice: (ii) Industry and Trade: (iii) Entrepreneurship for Small and Medium Companies; (iv) Investment environment; (v) Agriculture: (vi) Tourism; (vii) Public Sector; (viii) Public Finance; (ix) Financial Services; (x) Operating and Training; (xi) Healthcare; (xii) Enhancing productivity and Combating poverty; (xiii) Social protection and Community responsibility; (xiv) Local development; (xv) Decentralization; (xvi) Public education; (xvii) Higher education, scientific research and creativity; (xviii) Culture; (xix) Youth and Sports; (xx) Transport; (xxi) Public works; (xxii) Housing; (xxiii) Water and Sanitation; (xxiv) Energy and Mineral Resources; (xxv) Communication and Information Technology; and (xxvi) Environment.
To achieve the development goals together with a social stability, a financial reform and the improvement of public sector efficiency remain a priority to be adjusted according to time frame.
To make agriculture and forestry more productive and sustainable, the Program proposes: (i) improvement of sustainability of agricultural resources and biodiversity in rural areas; (ii) achievement of local sustainable agricultural production more efficient and dynamic; (iii) encouragement of the investments in the agricultural sector; (iv) conducting scientific research in the agricultural sector and developing the results among the sector workers; (v) ensuring water and water supply and distribution systems to household, agricultural, industrial and tourism sectors; (vi) preservation of areas of forest wealth, of biodiversity and vegetable cover.
To enable a more inclusive and efficient agricultural and food systems, the aim is: (i) to contribute to the achievement of food security at family level together with a sensible reduction of poverty and unemployment; (ii) to promote the competitiveness of small and medium enterprises, increasing as well women's participation and stimulating young companies; (iii) to raise economic participation level for both sexes through the increasing of self-employment in small businesses and the increment of the economic participation of women with support to their work.
As for the Governance, the EDP encourages the consolidation of the rule of Law in order to achieve justice and equality and promote the principles of integrity, transparency, equality of opportunity, protection of rights and freedoms with the purpose of increasing the confidence of society. It also calls for a more efficient, effective and transparent government functions, integrated and quality health services that are individual-centered and responsive to increased demands, enhancement of the efficiency and effectiveness of the government's efforts in the areas of strategy, decision-making and empowerment and proposes a review of the current legislation system in a manner that does not conflict with a decentralized law which is considered the key to achieving a more functional development to the needs of Jordanian society.
