Abstract
This Executive Program for the Economic Modernization Vision for the period 2023-2025 (i) reflects the government’s commitment to delivering the Modernization Vision as a key pillar in the comprehensive modernization process in its three political, economic, and administrative spheres, which all relevant ministries and institutions will put into practice within the timelines contained therein; (ii) sets macroeconomic targets for 2025 seeking to raise the growth rate of Jordan’s GDP at constant prices to 3 percent, gradually increasing the volume of exports and direct foreign investment. Furthermore, it (i) serves as a starting point for subsequent Executive Programs, thereby paving the way for achieving targets related to growth, job creation, investment, and partnership with the private sector; (ii) features 183 initiatives as part of the Vision’s eight drivers (High-Value Industries, Future Services, Destination Jordan, Smart Jordan, Sustainable Resources, Invest Jordan, Green Jordan, and Vibrant Jordan), adopted according to the readiness and availability of funding, taking into account the alignment with the economic reforms, sustainable development goals, and the partnership with the private sector; (iii) sets out initiatives associated with women’s economic empowerment, including legislative reviews and measures to improve Jordan’s ranking in the Global Gender Gap Index. For each sector included in the 2023 - 2025 period, the Plan defines in detail the actions to be carried out divided into the relative years. For each field of intervention, a revision of the Laws and Regulations will be necessary, and in the document, priorities are indicated together with the competent institution in charge of it.
As for investment, the Plan seeks to stimulate local and international investments by creating an attractive environment, including an electronic platform for investors (Invest Jo) that will be launched to provide advisory services related to the sector's opportunities. As for agriculture and food security sectors, the Plan sets out to establish a comprehensive national database for food security, provide support for developing and exploiting agricultural land, and stimulate the agricultural sector and food processing. As for the mining sector, it stipulates implementing a national strategy for mining, as well as reviewing the Natural Resources Law. With regard o logistics and transportation, the aim is to create a national strategy for the transport sector for the years (2023-2027), prepare studies concerning the sector, modernize border centers, rehabilitate the infrastructure of Amman Civil Airport for licensing purposes, and enhance customs systems. For the trade sector, will be created a pricing database, and e-commerce will be supported and updated with the e-commerce Law. As for the water sector, the Plan includes enhancing the water supply, improving the Governance of the sector, and enforcement of water laws and regulations. To improve sustainability, the Plan seeks to (i) develop policies and stimulate the transition towards a green economy in the various economic and social sectors; (ii) promote environmentally sound waste management; (iii) protect and preserve biodiversity and natural habitats; (iv) provide sustainable green jobs.
