Abstract
This Executive Programme (2007-2009) has been prepared in a participatory approach of all ministries and governmental institutions involved in the various sectors in order to translate into actions the principles and initiatives of the reform process Kulluna al Urdun (We are all Jordan) launched in July 2006 with the aim of finding common consensus on national priorities and challenges facing Jordan. The Executive Programme focuses on specific projects and programs, with related budget allocations and measurable performance indicators. It consists of seven pillars (i) legislation and justice; (ii) investment development; (iii) financial services and governmental financial reform; (iv) supporting vocational training and employment; (v) social welfare; (vi) public education, higher education, and scientific research and innovation; and (vii) infrastructure upgrade.
To make agriculture more productive and sustainable, the Programme proposes a series of actions aiming at introducing modern agricultural techniques to improve the management of resources, including (i) re-use of treated water for agricultural and industrial purposes; (ii) development of unconventional water resources such as wastewater treatment and water desalination; (iii) up-grading irrigation systems; and (iv) promote an institutional reform to provide optimum management of water resources through policies, laws, regulations and tariff structures; (v) to move forward with project that include the private sector in this sector in order to reduce the budget expenses.
Rural poverty reduction shall be achieved providing the agricultural sector with increased attention as it can create large numbers of job opportunities including (i) creation of small/agricultural loans; (ii) connecting agricultural areas and villages through service roads; (iii) increasing of agricultural production also through public private cooperation; (iv) establishing a fund for agricultural risks; (v) improve agricultural research; (vi) promoting a sustained long-term pro-poor economic growth mechanisms to effect an immediate and visible improvement in the productivity of individuals and their communities through the implementation of sustainable enterprise development, and integrated community development projects in each Governorate; and (vii) encouraging the employment of young women from remote rural areas.
To enable a more inclusive and efficient agricultural and food systems, main task is to enhance the importing countries’ confidence level in the Jordanian food exports through (i) facilitate access to new markets and the expansion of existing markets; (ii) design and execute training programmes on good manufacturing practices and food handling, targeting workers in the food industries capable of exporting; and (iii) improve infrastructure for horticultural farm exports.
As for the Governance, the aim is to continuing efforts for applying organizational and control criteria, as well as the principles of good governance in the different corporations and financial as well as public institutions.
