Abstract
This Strategic Plan prepared by the Food and Drugs Administration (JFDA) is a 3-year sectoral comprehensive and supportive document aiming at providing a clear and accurate reference that guides the institution at all levels and in a manner that ensures the utilization of available resources with the highest efficiency and effectiveness. The JFDA Vision is of being a reference institution that guarantees safe food and medicine, and this will be achieved by (i) ensuring the safety and quality of food, the safety and efficacy of medicine and related materials through policies and legislation based on international standards, characterized by transparency and participation, and (ii) raising the awareness of citizens. The Plan links the national strategic and sectoral goals and themes with the JFDA institutional strategic goals. Consequently, the following two national goals (i) that Jordanians enjoy a decent level of health at various levels and (ii) to develop the economy to be prosperous and open to regional and global markets are the basis for the four goals of the JDFA for the years 2019 - 2021, which are (1) to raise the quality of the services provided, ensuring the application of standards of quality and excellence, and improving and developing institutional performance; (2) to contribute to achieving food and drug security and related materials; (3) optimum use of financial, human and property resources by enhancing transparency and accountability practices and managing risks and crises; and (4) develop and improve trade, business and competitive procedures under the related legislation. Operational objectives (the concrete actions to be carried out in the established period of time) are linked to these institutional objectives.
The Strategy aims at contributing to ensure food and drug security and issuing a plan to monitor the strategic stock. In order to achieve safe food, it proposes to (i) determine the health risks associated with food, medicine and related substances; (ii) develop control procedures for food, drug and related materials; (iii) achieve laboratory control over imported food and raw materials used in food manufacturing and prepared food for local marketing and for exportation; (iv) conform laboratory quality to local and international specifications, based on the best scientific methods, and (v) identify the causes of food poisoning, in addition to analyze periodic samples of new advanced food factory products. The document aims also to ensure more efficient and transparent markets by (i) supporting the pharmaceutical and food industries and related national materials and enhancing their competitiveness; (ii) ensuring raising the quality of Jordanian products in global and local markets; (iii) removing obstacles and facilitating the flow of food, pharmaceutical and related materials to the movement of trade; (iv) implementing and disseminating the principles of institutional governance, integrity and transparency and the application of the Right to Information Law.
