Abstract
This Indicative Executive Program (2021-2024) is a governmental planning framework focusing on sector strategies and fiscal reforms while integrating existing projects concerning investments, reforms, and the Public-Private Partnership (PPP). This Program aims to enhance socio-economic planning, prioritize objectives, and allocate financial resources effectively, aligning with the sustainable development goals (2030) as part of Jordan’s future roadmap. It emphasizes stimulating green growth and implementing climate change measures to address economic vulnerabilities. Supportive measures include enhancing the NDC and Green Growth Action Plans, harmonizing national policies for a low-carbon economy, attracting foreign investment, creating jobs, and mobilizing international climate finance and carbon market instruments. The document is divided into three main parts: Part One, concerning Priorities of Policies, Programs, and Projects, analyzes the quantitative framework of the Jordanian economy, including macroeconomic indicators and their targets for 2021-2024. It covers economic, financial, and monetary policies, as well as labor market policies. It also details the government's key measures for managing the COVID-19 crisis, the main focus areas for the next four years, significant challenges, strategic directions, key performance indicators, and a list of priority programs and projects along with their financing plans. Part Two, on the detailed Program, provides an analysis of development sectors, highlighting the most important performance indicators linked to sectoral and interim objectives. It includes indicative cost summaries for each sector. Finally, Part Three, focused on Programs and Projects, contains schedules of programs and projects for each development sector, detailing the entities responsible for implementation, funding sources, project descriptions, and indicative costs. The Ministry of Planning and International Cooperation, in coordination with the Government Performance and Achievement Unit in the Prime Minister's Office, will monitor work progress and performance indicators, issuing periodic reports. Priority projects and programs will be included in the National Registry of Government Investments. The program will undergo regular reviews to incorporate developments, updates, and necessary changes.
The Program encompasses seven main pillars: (1) Structural and economic reforms focusing on accelerating growth, improving the business environment, enhancing government services, and achieving fiscal stability; (2) Political development aimed at strengthening the rule of law, transparency, and accountability, empowering political participation, and enhancing judicial integrity; (3) Transition to a digital and green economy through advanced infrastructure development, digital entrepreneurship, and addressing technological challenges; (4) Stimulating investment across sectors, boosting competitiveness, expanding exports, and establishing a sovereign investment fund; (5) Infrastructure development including sustainable water sources, energy self-reliance, and enhancing transport networks and housing; (6) Social services enhancement with a focus on healthcare, education, youth empowerment, and leveraging culture for economic benefits; (7) Employment and poverty alleviation strategies through human resource development, vocational training, social security improvements, and promoting decent work standards.
