Abstract
The Government’s Economic Priorities Program for 2021-2023 is a comprehensive, multisectoral initiative aimed at compiling focused priority policies, reforms, and projects in coordination with the private sector to steer the economy towards recovery and growth. The program has identified three main objectives (1) enabling the private sector to create jobs for Jordanians; (2) stimulating local and foreign investments; (3) increasing national exports of goods and services. To achieve these objectives, 53 priorities have been selected across three pillars (1) improving the business and investment environment; (2) enhancing competition and increasing employment; (3) supporting priority sectors such as tourism, IT, agriculture, and industry.
Pillar One aims to improve Jordan's business and investment environment by addressing legislative and project-level priorities to enhance economic competitiveness and attract investments. This pillar focuses on simplifying government procedures, reducing production costs, digitizing services, stimulating investments, and fast-tracking large infrastructure and PPP projects. The guiding principles emphasize enabling business creation, upholding the rule of law, reducing regulations, automating procedures, ensuring clarity and transparency, re-engineering processes to eliminate redundancies, shifting to risk management, adopting unified approval standards, and providing aftercare investment services. Pillar Two focuses on enhancing competition and increasing employment by improving the efficiency of domestic markets and supporting the private sector in job creation. To enhance competition, the priorities include reviewing legislation and regulations to ensure fair markets and access to various sectors. For employment, the priorities address structural issues in the labor market, such as the economy's inability to generate sufficient jobs, the mismatch between educational output and labor market needs, and high social security costs. The goal is to sustain existing jobs and facilitate new employment opportunities in the private sector. Pillar Three focuses on supporting four priority sectors—tourism, IT, agriculture, and industry—chosen for their potential to recover from the pandemic and create jobs and exports. In tourism, priorities aim to restore tourist numbers to pre-pandemic levels through improved access and enhanced promotion. For IT, the focus is on attracting investments, supporting entrepreneurship, and expanding logistical services. Agricultural priorities emphasize increasing production through modern practices, promoting the food industry, and boosting competitiveness and exports. In the industrial sector, the priorities include enhancing infrastructure and the competitiveness of local products to increase exports and access new markets.
