Abstract

While, under article 4, the National Ozone Unit at the Ministry of Environment is responsible for coordinating between public and private sectors, the Fund, and Implementing Agencies for project proposals and strategies to fulfill Jordan's obligations under the Convention and the Protocol, overseeing the implementation of strategies for substance phase-down and phase-out, following up on decisions regarding Fund management, preparing national communications and reports for submission to relevant international bodies, managing approvals for substance import and re-export, collecting and analyzing import/export data, establishing importer lists and annual import quotas, disseminating information on technologies and environmentally friendly practices, conducting training programs, raising environmental awareness, creating an information database on relevant matters, and reporting illegal trade to the Implementation Committee when necessary.
The Instructions give guidelines to regulate the operation of the Ministry of Environment and the different concerned authorities, such as the Ministry of Agriculture, the Jordan Customs Department, the Standards and Metrology Organization, the Chambers of Industry and Commerce, the Vocational Training Corporation, etc. Article 24 states that all companies and factories manufacturing products containing controlled or eco-friendly substances must label them with their commercial and scientific names and adhere to labeling specifications provided by the Standards and Metrology Organization.
