Abstract
This Law comprises 53 articles across five chapters. Chapter 1 delineates the national investment policy, stressing equality, investment protection, and digital procedures. It introduces Investment Funds, outlining investor rights such as engaging in economic activities, currency conversion, loss compensation, and limited hiring of non-Jordanians. The chapter addresses expropriation, emphasizing fair compensation. Chapter 2 designates the Ministry of Investment as the primary authority, overseeing policy implementation, creating investment maps, and supervising zones. The Investment Council, chaired by the Prime Minister, approves policies and resolves disputes. Chapter 3 introduces incentives for economic activities, managed by the Incentives and Exemptions Committee. It covers customs duty exemptions, income tax benefits, and special approvals for strategic activities. Chapter 4 details the creation and administration of zones, addressing tax exemptions and benefits for Registered Enterprises. Chapter 5 focuses on economic activity registration and licensing, introducing a Comprehensive Investment Service and setting time frames, restrictions, and procedures for licenses. The Ministry creates licensing guidelines, subject to review, and Official Entities align their regulations within six months.
