Abstract
This Law is composed of 42 articles. Articles 1 and 2 deal with terms and definitions. Article 3 provides for the establishment of the Jordan Valley Authority and defines its competencies which are to: (a) develop water resources of the Valley; (b) carry out hydrological, hydro-geologic and geological studies for evaluating the water resources in the Valley; (c) plan, design, construct and maintain irrigation projects; (d) soil surveys and classification; (e) dispute settlement arising from the use of water resources; (f) Organize and direct the construction of private and public wells; (g) develop, protect and improve the environment in the Valley; (h) study agricultural road networks in the valley; and, (i) develop tourism in the Valley. Article 8 provides for the composition of the Jordan Valley Authority. Article 9 lists duties of the Board of Directors of the Authority. Article 12 defines tasks and responsibilities of the Secretary General of the Water Authority. Article 19 decrees that all minerals within the Valley on the surface or under ground as well as in waters shall be considered a Government property. Article 24 entrusts the Minister of Water and Irrigation with the appointment of a committee or committees called Farmers Selection Committee to assist the holders in selecting farm units or housing plots that the Authority may allocate to them. Article 28 chareges the Authority to recover from holders and sub-lessees, in case of irrigation projects, and from beneficiaries and subscribers in connection with the other projects, all or part of capital costs and operation and maintenance costs that are spent on projects. Article 31 deals with offences and penalties. Article 33 prohibits the construction of buildings or constructions in the valley unless upon previous licences. Article 36 refers to reporting. Article 38 deals with water pollution control.
Entry into force notes
This Law enters into force on the date of its publication in the Official Gazette.
Notes
Article 40 of this Law shall repeal the following legislation: (a) the Jordan Valley Commission Law No. 2 of 1973; (b) the Jordan River Tributaries Regional Corporation Law No. 11 of 1965; (c) the Water Supply Corporation Law No. 56 of 1973; and, (d) the amendments to the above laws.
