Ministry of Environment Strategic Plan 2014-2016.

The Ministry of Environment developed this nation-wide Strategic Plan aiming at supporting Jordan in achieving two of the 13 national objectives contained in the Jordan National Agenda, namely protecting the environment and enhancing public administration. It also contributes to achieving the MDG that aims to ensure environmental sustainability, through the integration of the principles of sustainable development into country policies and programs, reversing the loss of environmental resources, and reducing biodiversity loss.
The Vision at the basis of this document is as follows “A leading Ministry at the national, regional and international levels, capable of protecting and sustaining the elements of the environment to improve the quality of life”. While the consequent Mission is “To improve and preserve the quality of the Jordanian environment and preserve natural resources, to contribute to achieving sustainable development through setting and developing implementable polices, strategies, legislation, and monitoring programs, and to introduce environmental concepts in the national development plans”. The main four Strategic Objectives of this NP are (i) reduce adverse impacts on the environment and prevent pollution; (ii) improve levels and quality of ecosystems; (iii) raise public awareness in the field of environmental conservation; and (iv) enhance the Ministry’s institutional capacity to support its mandate. To achieve the aforementioned objectives, the ministry identifies a series of actions, including (i) environmental regulation of development activities, granting environmental approvals to industrial and investment establishments, environmental impact analysis, and reinforcing environmental inspection and auditing processes; (ii) monitoring and protection of environmental elements through the implementation of environmental laws and policies and supporting monitoring and inspection processes in industrial areas and industrial wastewater treatment plants, monitoring water resources, studying air quality, and preparing reports on the state of the environment; (iii) management of natural resources; (iv) waste and chemicals management; (v) gradual transformation towards the green economy with the aim of adopting green development principles in targeted sectors and rationalizing the consumption of natural resources; (vi) environmental education and awareness; (vii) development of internal capacities to provide financial and administrative services to achieve the projects; and (viii) climate change program to raise awareness of its effects.
In order to make agriculture and forestry more sustainable, the document proposes the following interventions (i) complete the national network for nature reserves; (ii) establish the Ministry of Environment’s forest; (iii) create an environmental garden for the preservation of aromatic plants; (iv) set up a water quality monitoring program; and (v) combat household flies and olive fruit fly.
