Abstract
This Ministry of Health Strategy is a nationwide sectoral document aiming at addressing the main strategic issues for the coming period within the following main themes (i) primary, secondary, and tertiary health care; (ii) financial administration; (iii) management of human resources; (iv) infrastructure; (v) organization and management; (vi) knowledge management; and (vii) leadership. The main objectives of the Ministry of Health are (i) improve the quality of healthcare services and ensure their continuity; (ii) reduce the prevalence of non-communicable diseases; (iii) strengthen reproductive, family planning and child health care services; (iv) improve the infrastructure; (v) manage human resources efficiently and effectively; (vi) achieve comprehensive health insurance for all; (vii) deploy financial resources efficiently and effectively; (viii) strengthen the organizational and supervisory role of the Ministry; (ix) use knowledge management systems efficiently and effectively; (x) manage risks, crises and disasters effectively. The Vision at the basis of the work of the Ministry is a healthy community through an integrated pioneer health system that works fairly and efficiently to be achieved through (i) the provision of preventive and curative health services, and (ii) an organizational and supervisory role on services related to health and safety of citizens considering: equity, high quality, best use of resources in partnership with all relevant stakeholders within comprehensive health policy.
With regard to the issues of food and nutrition, the Ministry undertakes to (i) ensure the safety of food and medicine to maintain the health of citizens; (ii) train the workers in food control; (iii) increase the controls on imported food at border crossings and customs center; (iv) ensure continuity in the provision of subsistence foods according to nutritional requirements by increasing the percentage of available sites; (v) enhance the nutritional status of pregnant women and children (by adding iron and vitamins to flour and iodine to salt, and reducing the rate of anemia, and vitamin A deficiency); (vi) promote exclusive breastfeeding rate for infants at the age of less than six months; (vii) promote healthy behaviors that contribute to the reduction of non-communicable diseases.
