Abstract
The Monitoring and Evaluation (M&E) Plan for National Action Plan for Combating Antimicrobial Resistance (AMR) 2023-2025 is a comprehensive framework developed to achieve the following main goals (i) track the implementation and effectiveness of national interventions to combat AMR in Jordan systematically and on time; (ii) provide actionable insights for policymakers, healthcare providers, and other stakeholders to improve the strategic response to AMR; (iii) ensure alignment with global objectives and best practices in combating AMR. The AMR M&E Plan is designed to support Jordan's strategic objectives by focusing on six key outcomes (1) increasing awareness through effective communication, education, and training; (2) strengthening the knowledge base and evidence on AMR through continuous surveillance; (3) reducing infection rates through preventive measures, infection control, and general hygiene; (4) optimizing use of antimicrobial medicine in the fields of human, animal, and environmental health; (5) enhancing investment in activities, research, and innovations related to AMR; (6) improving governance and resource mobilization. Each outcome is supported by specific activities and measurable indicators to ensure accurate progress tracking and necessary adjustments to interventions. Enhancing awareness, strengthening surveillance, reducing infection rates, optimizing antimicrobial use, increasing investment in research, and improving governance - supported by reliable data, adequate resources, and effective collaboration - will reduce antimicrobial resistance and improve health outcomes for humans, animals, and the environment. In particular, the Plan establishes a comprehensive data system for AMR, including a unified national database and regular monitoring. It ensures systematic data collection, analysis, and reporting to guide decision-making and policy development. Continuous learning and adaptation mechanisms are in place to evaluate and refine interventions.
