Abstract
This Climate Change National Adaptation Plan (NAP) is a nationwide multi-sectoral document aiming at providing a clear vision for adaptation and identifying measures to be addressed to guide institutions from different sectors to implement adaptation initiatives and develop partnership relations and synergies with each other. The document addresses the following various sectors: agriculture, water, urban systems, biodiversity and ecosystems, coastal, health and socio-economic. The NAP sets out the following main strategic objectives (i) strengthen institutional framework, governance, policies, strategies and legislations; (ii) support the coordination mechanism between public, private community-based organizations and other relevant stakeholders and ensure mainstreaming NAP in their strategies; (iii) improve the related knowledge, awareness, and communication tools; (iv) build a dynamic and sustainable funding instrument for NAP implementation; (v) support research and capacity building programs in the climate adaptation field; (vi) develop a data management system for climate change adaptation.
To enhance the sustainability and productivity of agriculture, the NAP aims to (i) integrate climate resilience in the policy and institutional reforms in agricultural sector; (ii) promote water-harvesting techniques and introduce water saving technologies in irrigation schemes; (iii) support hydroponic and other water tolerant agricultural productivity systems; (iv) shift to water efficient crops; (v) enhance productivity of rangeland management.
In the field of food security and self-sufficiency improvement, the document plans climate resilient measures, such as promoting efficiencies in the food chain and the reduction of post-harvest losses and food waste in a sustainable manner, and improving livestock productivity.
Several interventions are proposed for the environmental protection, the main of them are (i) enhancing sustainable water demand and supply through climate resilient measures; (ii) reducing the gap between available water resources threated under climate change conditions, and ever-increasing demand from various development sector; (iii) improving adaptive capacities of water utilities including wastewater treatment plants, water desalination plants and water distribution utilities; (iv) improving rainfall early warning systems and reducing flood risks; (v) protecting biodiversity and ecosystem services; (vi) improving field research and monitoring of ecosystem vulnerability to climate change; (vii) supporting urban green infrastructure interventions; (viii) improving the social, natural and economic resilience of coastal areas; (ix) enhancing reforestation activities for carbon capture and sequestration.
To promote inclusive economic and social growth, the Plan envisages to (i) mainstream gender, children and young people and other vulnerable groups (especially refugees) considerations, to increase their adaptive capacity and strengthen the economic stability of the most affected populations in Jordan; (ii) encourage and facilitate strategic investments in Jordan’s climate-resilient development; (iii) enhance the adaptive capacity of small farmers in Jordan Valley through water user associations for increasing use of reclaimed water for irrigation purposes; (iv) enhance the adaptive capacity of the health sector to address climate induced health impacts and emerging infectious diseases; (v) improve readiness for climate related disaster risk reduction in urban areas; (vi) enhance community participation at local urban level; (vii) integrate climate adaptation into national poverty reduction policies.
