Abstract
This Climate Change Policy (CCP) represents a comprehensive, nationwide, and multisectoral initiative aiming at revising the 2013-2020 Climate Change Policy. Its primary objective is to guide towards the development of a climate-resilient society, aligning with the global goal of achieving carbon neutrality by 2050, as outlined in Jordan's Economic Modernization Vision and the United Nations Framework Convention on Climate Change. The Policy (i) outlines Jordan’s forward-looking vision to transform into a resilient low-carbon nation, contributing to the ambition of a global move towards a carbon-neutral planet by 2050; (ii) encourages to mainstream climate change in all sectoral policies, strategies, and action plans, not being prescriptive but only providing strategic orientations to achieve the long-term policy objective of having development and national efforts support Jordan in being part of the global effort towards carbon neutrality, while simultaneously securing all sectors against the impacts of present and future climate change and climate variability to achieve the Sustainable Development Goals in the shorter-term and to secure a high quality of life for all.
The CCP's strategic objectives are to (i) reduce greenhouse gas emissions across all economic sectors, contributing to global climate stabilization and sustainable development; (ii) minimize climate change impacts on critical natural assets, such as agriculture and water resources; (iii) prevent or reduce damage to human settlements and infrastructure from climate change; (iv) promote a harmonized approach to climate change policies, strategies, and action plans across sectors; (v) address enabling factors like capacity development, technology transfer, and climate finance in policy formulation and implementation; (vi) enhance capacity to understand and respond proactively to future climate change impacts; (vii) tackle cross-cutting and emerging issues, including inclusiveness, women's empowerment, disaster risk management, urban migration, and refugees; (viii) integrate climate change considerations into core development policies, strategies, and plans for sustainable development; (ix) engage all stakeholders in addressing sustainable development issues; (x) establish clear and reliable indicators for policy formulation and evaluation; (xi) allocate appropriate resources to ensure effective implementation of climate change policies and investments.
The document comprises both adaptation and mitigation measures. As for the adaptation policies and actions, they align with the overarching goal of proactively reducing vulnerability and enhancing resilience to climate change and variability. The interventions will affect the following sectors: water, agriculture, ecosystems and biodiversity, health, urban development, coastal zones, cultural heritage, and adaptative capacity. For each sector, the Policy provides various interventions. For the mitigation interventions, the policies and actions support the goal of maintaining momentum towards carbon neutrality for the following four primary emitting sectors: (1) energy, (2) waste management, (3) industrial processes and product use, (4) agriculture, forestry and other land use (AFOLU). A key principle underlying these policies and actions is their attentiveness to women, children, youth, and vulnerable populations.
